Pay Range

$256,290 - $330,756 Annually

Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity.


Job Description

We have an opening for a Non-Destructive Evaluation (NDE) Portfolio Director within the Materials Engineering Division (MED) with matrixed responsibilities to the Strategic Deterrence program as well with other LLNL programs which utilize NDE technologies and assets. You will be responsible for strategy, institutional integration, and program development for 50+ NDE staff across LLNL as well as for multiple facilities containing sophisticated equipment occupying a total footprint over 50,000 sq ft. Job duties will both be specific to LLNL programmatic needs as well integrated across Engineering and the entire institution. In these roles, you will ensure cross program needs are understood, integrated, and that Non-Destructive Evaluation projects are executed efficiently and in compliance with requirements at LLNL. You will be a trusted resource to our projects to help them successfully navigate through a diverse range of requirements and regulations with varied facility types and security levels to support NDE capability improvements and infrastructure projects. You will also lead and enhance a competency that researches and integrates advanced static and dynamic non-destructive characterization approaches, including new experimental methods as well as modeling, simulation, and data visualization capabilities, focusing on current and future mission applications. You will integrate these activities across all LLNL programs outside as well as engage in developing and executing future infrastructure projects. This will be performed while working closely with technical staff, supply chain management, the project management office, infrastructure offices, senior management, external vendors, regulators, reviewers, and stakeholders. This position is in the Materials Engineering Division (MED) within the Engineering directorate.

In this role you will

  • Refine, adapt and lead the strategic direction for the NDE enterprise in the Engineering Directorate and the Laboratory to ensure it is aligned with the Institutional and Directorate roadmaps as well as delivering to programs.
  • Work across the Weapon Technology and Engineering (WTE) and broader Strategic Deterrence program to identify, prioritize, and implement strategic capabilities based on future programmatic needs.
  • Gather engineering, technical, and functional requirements that are broadly defined from multiple stakeholders and Subject Matter Experts (SMEs) to develop detailed designs, project scope, costs, schedules, and risk mitigation in support of complex equipment recapitalization projects and infrastructure planning efforts.
  • Write and review detailed procurement documents such as Statement of Work (SOW), and Project Requirements Documents (PRD).
  • Track project progress and provide regular updates to management regarding milestones, plans and resourcing or technical problems that could significantly impact costs or schedules.
  • Work with both programmatic and Engineering Senior Management on budget development and resource planning.
  • Work with Engineering Management on integration of NDE efforts across LLNL.
  • Lead a team of specialists consisting of SMEs, mission support organizations in Operations and Business (O&B), Environmental Safety and Health (ES&H), and Science, Technology, and Engineering (ST&E) to direct successful project execution. Participate in both technical and administrative reviews that assess capabilities, project requirements, and safety controls.
  • Prepare supporting health and safety documentation that is aligned with the Integrated Safety Management (ISM) requirement and participate in design and management reviews.
  • Perform other duties as assigned.

Qualifications
  • Ability to obtain and maintain a U.S. DOE Q-level security clearance which requires U.S. Citizenship.
  • Master's degree in engineering or related field, or the equivalent combination of education and relevant experience.
  • Significant knowledge of hardware design, fabrication, installation, and commissioning of complex technical equipment.
  • Ability to devise solutions for complex technical requirements and to independently develop innovative solutions for successful project execution.
  • Experience with project management, project engineering, or project planning including managing project scope, schedule, cost, and quality.
  • Ability to manage multiple projects concurrently and to reprioritize and to change direction depending on emergent requests.
  • Expert knowledge and significant experience working with technical requirements that are complex and may not be well defined.
  • Extensive experience leading teams and delivering multiple projects with a strategic focus on budget and on schedule, including knowledge of leadership, management, and organizational development principles and methods applied in a technical area.
  • Experience translating broadly defined user capability requirements into stringent cost, scope, risk, and schedule specifications.
  • Expert communication, facilitation, negotiation, and collaboration skills that are necessary to present, explain, influence, and advise senior management and external sponsors.
  • Advanced interpersonal skills and ability to work effectively in a multidisciplinary team environment.

Qualifications We Desire

  • PhD in Engineering or related field, or the equivalent combination of education and relevant experience.
