Job Summary
This position is responsible for ensuring ongoing, transparent, and consistent communication, support, and engagement between CareOregon and Tribal health partners. Work is in support of services provided by CareOregon to American Indian/Alaska Native Medicaid members living in the state, as well as partnering with Tribal organizations and communities to promote the health of Tribal people. The Tribal Liaison/Program Supervisor is responsible for facilitating resolution of issues that may arise between stakeholders such as OHA, Tribal Health providers, Tribes, and CareOregon. This position serves as a direct link between internal staff, Tribal health partners, the Oregon Health Authority, Tribal leaders, and policy makers state and nationwide. Areas of focus include developing and maintaining effective working relationships with Tribal communities and stakeholders throughout the state - including the nine federally recognized Tribes of Oregon and the state's Urban Indian Organization, the Native American Rehabilitation Association Northwest (NARA); supporting the work Tribes and Tribal communities are doing to eliminate Tribal health disparities; and contributing to CareOregon's cultural responsiveness enterprise-wide. This position serves in a supervisory role and also acts as a direct resource to support ongoing and emergent needs and provide Tribal culturally responsive expertise to CareOregon, partners, and any organization statewide that serves and interacts with American Indian/Alaska Native Medicaid members in Oregon.
Essential Responsibilities
Tribal Relations
- Engage in outreach and engagement activities to develop trust and strong relationships with Tribes, Tribal people, and Tribal communities statewide.
- Coordinate and facilitate communication between Tribal health leadership and CareOregon staff.
- Coordinate, attend, lead, and/or help facilitate high level, high visibility meetings between CareOregon, Tribal health leadership, and/or OHA through standing meetings or as agreed upon by all interested parties.
- Monitor and remain up to date on Tribal regulatory affairs to provide subject matter expertise statewide.
- In collaboration with Tribal health leadership and CareOregon leadership, develop appropriate work plans and materials and trainings, including overseeing and monitoring completion of specific tasks/functions.
Internal Planning and Operations
- Supervise the collection, prioritization, and tracking and responding to requests for information from Tribal health entities.
- Work with CareOregon and Tribal staff to track information and maintain dashboards of CareOregon performance, ensuring visibility to all relevant stakeholders.
- Help ensure alignment of AI/AN health service deliverables across CareOregon departments with a focus on context and interconnectedness.
- Work with all appropriate CareOregon teams and Tribal health leadership to ensure that all information is maintained and transmitted in accordance with HIPAA requirements and any Tribal legal or policy requirements.
- Participate in Tribal/CareOregon operations meetings.
- Serve as a core Tribal resource for CareOregon staff; help troubleshoot and address issues, problems, and opportunities; provide Tribal subject matter expertise across CareOregon as needed.
- Assist legal, CCO, and other CareOregon staff to engage in effective short and long-term planning to ensure progressive and effective AI/AN-related operations.
Employee Supervision
- Provide culturally responsive supervision to Tribal staff and staff serving Tribal people, train, motivate, and coach employees; provide support toward employee development.
- Supervise staff and recommend team direction and goals in alignment with the organizational mission, vision, and values.
- Identify work and staffing needs to meet work expectations; recruit and hire, using an equity, diversity, and inclusion lens.
- Plan, organize, schedule, and monitor work; ensure employees have information and resources to meet job expectations.
- Lead the development, communication, and oversight of team and individual goals; ensure goals, expectations, and standards are clearly understood by staff.
- Incorporate guidance from CareOregon equity tools into people leadership, planning, operations, evaluation, and decision making.
- Ensure team adheres to department and organizational standards, policies, and procedures.
- Evaluate employee performance and provide regular feedback to support success; recognize strong performance and address performance gaps and accountability (corrective action).
- Perform supervisory tasks in collaboration with Human Resources as needed.

Experience and/or Education
Required
- Minimum 5 years' relevant work experience in program coordination, administration, or relationship management which has included designing and facilitating learning opportunities and presentations
- Two years of engaging with Tribes and Tribal people through either work or lived experience
- Valid driver's license, acceptable driving record and automobile liability coverage or access to an insured vehicle
Preferred
- Minimum 1 year experience in a supervisory or lead position; lead roles should include regular assistance to a manager or supervisor in staff hiring, coaching, performance evaluation, and other supervisory tasks
- Health industry experience
- Post-secondary coursework in Communications, Health Care Administration, Political Science, or related field
Knowledge, Skills and Abilities Required
Knowledge
- Familiarity with the needs and diversity of Tribal people nationwide - including those living in urban areas, as well as Oregon Tribes and Tribal people
- Advanced understanding of the Oregon Health Plan, the "Indian Health System", and local Tribal health systems, as well as other systems that may serve Tribal people in Oregon
- Understanding of healthcare industry structure/dynamics or ability to learn quickly
- Knowledge of or the ability to learn basic health plan financing, health care costs, health outcome measures, and health plan operations, such as claims payment, customer service, medical management, and quality improvement
