Job Description
Rock Valley Community Programs, Inc. (RVCP, Inc.) is a private, non-profit agency that has been providing correctional services in Rock County since 1971, beginning with the opening of a residential service for parolees.
 Rock Valley Community Programs has continuously provided services for our clients and the community. Today RVCP, Inc. has the capacity to service 183 clients through the Department of Corrections, Federal Bureau of Prisons, The US Department of Veterans Affairs, and the Department of Health and Family Services.
 As of 2023, RVCP, Inc. administers five treatment programs. These services include Compass Behavioral Health Clinic, Residential Re-entry Program, Veteran's Services Department, Turning Point - Supportive Housing Services, and Harper's Place.

Our Mission
RVCP, Inc.'s mission is to provide transitional and supportive housing, addictions, and mental health treatment services to adults in the Rock County Area, through evidence-based models for the future and continued success of our clients, transforming their lives in positive directions. RVCP, Inc. will:
Provide these services to homeless male veterans, clients connected to the criminal justice system, and outpatient care to anyone needing assistance with addiction and/or mental health treatment.
  • Develop and administer programs through partnerships with community and governmental agencies to serve our clients’ best interests for positive outcomes while balancing public safety and accountability.
  • Provide the opportunity for education and treatment, as well as guidance in the areas of community services, substance abuse, social skills, cognitive restructuring, employment, and independent living.

The Executive Director of RVCP shall be responsible for the management and direction of the organization and its primary objectives, based on our mission statement and accepted non-profit business and financial best practices.

The following list describes some of the essential functions of the position:
Prepare complex contract proposals and grant applications, to include:
  • Federal Bureau of Prisons Residential Reentry Center: 5-year contract, $16,800,00.00; 58 Residential Beds/29 Home Confinement Beds
  • U.S. Department of Justice – Community Treatment Services: 10-year contract, $5,328,000.00
  • Wisconsin Department of Corrections Residential Services Program: 6-year contract, $6,624,000.00; 30 Residential Treatment Beds
  • United States Courts – Western, Eastern, and Northern Illinois Districts:  3-year contract, dollar values vary; fee for service (Substance Use Disorder, Mental Health, Sex Offender Treatment)
  • U.S. Department of Veteran Affairs – Grant and Per Diem: Annual contract, $605,2960.00; 48 Beds
  • State of Wisconsin, Department of Human Services: Annual grant, $75,000.00; Peer Support / ED2 Recovery
  • Rock County Human Services
    • Short-term Residential Crisis Stabilization: 5-year contract, $4,554,065.00; 15 Bed
    • Outpatient Substance Abuse Treatment: Annual contract, dollar values vary
    • Outpatient Mental Health Treatment: ·Annual contract, dollar values vary
    • Comprehensive Community Services: Annual contract, dollar values vary

Maintain all State of Wisconsin agency licensures, ensuring daily compliance. Submit renewal applications as required and be present for all licensing inspections. Prepare a plan of correction for any identified deficiencies.

Oversee 183 transitional residential beds (24 hours/7 days per week – 3 shifts) for medium/high-risk offenders including violent felons, sexual offenders, and public safety factors; homeless veterans experiencing mental health and substance use disorders; individuals experiencing mental health crisis as hospital diversion or step down.
Ensure all contract reporting is completed accurately and submitted to the appropriate parties in a timely fashion. Be present for all contractor inspections. Prepare a plan of correction for any identified deficiencies.
Prepare agency annual budget, review all monthly financial statements, and ensure both contractual and legal requirements. Assist in the annual audit. Report agency financial status to the Board of Directors on a monthly basis.
Plan, coordinate, and control the daily operation of the organization through the organization’s directors.
Ensure all areas pertaining to Human Resources are legally compliant and remain up to date with all areas of employment law. Access the corporate attorney when necessary to ensure compliance in this area. Responsibilities also include ensuring legal and proper:
  • Interviewing, hiring, training, planning, assigning, and directing work.
  • Appraising performance, rewarding, and disciplining/terminating employees.
  • Addressing complaints and resolving problems.

Essential functions of the position continued:
  • Establish current and long-range goals, objectives, plans and policies, and procedures of the organization, subject to approval by the Board of Directors.
  • Create and maintain up-to-date policies and procedures for all RVCP programs that are in compliance with the appropriate State of Wisconsin licensing and contracting requirements: RRP, Vets, Harper’s Place, and Compass Behavioral Health Committee.
  • Represent RVCP on other community and governmental boards, task forces, and committees that relate to RVCP’s mission and programming.
  • Advise, guide, direct, and authorize the carrying out of major plans, standards, and procedures consistent with the organization’s policies and mission.
  • Plan and direct all investigations and negotiations pertaining to mergers, joint ventures, the acquisition of contracts, or the sale of major assets with the approval of the Board of Directors.
  • Ensure that the organization complies with all appropriate state and federal laws and regulations.
  • Represent the organization with contractors, community partners, the media, and the general public.
  • Monitor all RVCP programs to ensure daily contract and licensing compliance.
  • Promote excellence of service among staff in recruitment, selection, and training, and promote diversity within the organization.
  • Provide direct supervision of subordinate directors and administrative staff.
  • Responsible for the overall direction, coordination, and evaluation of all RVCP departments and programs and its 130 Employees

The Budget
Annually, the Executive Director oversees a budget of approximately $10 million per year in revenues.
A large majority of the expenses of the annual budget are personnel, comprising approximately 85% of the annual budget.
The Director is expected to develop a sustainable and balanced budget that will allow the development of reserve funds for capital improvements and other contingent expenses for long-term strategic planning purposes.

The Ideal Candidate
  • Detail-oriented and experienced with oversight and management of State and Federal contracts, including Bureau of Prisons contracts.
  • Strong financial background in a public or non-profit setting with a track record of ethical stewardship of public finances.
  • Strong negotiator who is able to fully understand the needs of our organization so that contracts with Federal and State agencies will accurately return the appropriate revenues to maintain outstanding service levels.
  • Excellent people skills to assist in the development and support of our diverse and talented workforce.
  • Skilled advocate and communicator.
  • Experience in therapeutic methodologies and licensure to assist in the care of our diverse population will be helpful.
  • Important qualities and characteristics include: open-minded, team-oriented, passionate about the mission of community corrections, and understanding of substance and mental health disorders.
  •  The successful candidate will be expected to immerse themselves in the Rock County community to maximize effectiveness in networking and fundraising.
  • Bachelor’s degree in criminal justice, Social Work, Public Health, or some equivalent educational discipline and/or experience that will equip the applicant with the necessary knowledge, skills, and abilities to perform the job.
  • Experience with the management of State or Federal programs and the management of a non-profit are essential to success in this position.
